Summary

Releases @effect-view/vite-plugin 0.3.0 to go with effect-view 0.3.0.

• Version 0.2.0 → 0.3.0, so the plugin version matches the effect-view version it supports.
• Peer dependency effect-view: ^0.2.0 → ^0.3.0. For 0.x versions a caret range only allows the same minor version, so ^0.2.0 excluded effect-view 0.3.0. Installing both together caused a peer-dependency conflict.
• bun.lock updated to match.

No code changes. The plugin only uses effect-view/Component and effect-view/Refreshable, and neither changed in 0.3.0.
